Abstract

OBJETIVE: to analyze the agreement between the Primary Care Assessment Tool (PCATool) and the Brazilian Ministry of Health's Evaluation for Improving the Quality (AMQ) of the Family Health Strategy. METHODS: scores were defined based on secondary data resulting from the application of these instruments in Curitiba, Parana, Brazil in 2008. Concordance analysis was performed using the Bland-Altman method. RESULTS: agreement occurred (p>0.05) with regard to Comprehensiveness (p=0.190) and Family-centered care (p=0.084). Agreement did not occur with First contact with care (p<0.001), Longitudinality (p<0.001), Care coordination (p<0.001) and Community-centered care (p<0.001). This suggests that there is no equivalence between the instruments. CONCLUSION: the results do not permit the definition of a methodology for evaluating Primary Health Care (PHC) attributes using AMQ. We suggest studies to assess the association between better PHC evaluation using AMQ and health outcomes.
