As Unidades de Conservação de Uso Sustentável são espaços territoriais pertencentes ao poder público, podendo abrigar populações tradicionais. Seu objetivo maior é alcançar o desenvolvimento humano, conjugando preservação ambiental com utilização sustentável dos recursos naturais renováveis. No sul do Amapá, duas dessas Unidades foram institucionalizadas e ambas apresentam problemas diversos. A organização comunitária e econômica nessas áreas vem sendo colocada como meio necessário para impulsionar processos de resolução das demandas locais. Mas, a estrutura organizacional existente também vem apresentando situações problemáticas. O princípio explicativo fundamental dessas vicissitudes precisa partir dos valores individualistas e clientelistas, herdados de um sistema de aviamento que se desenvolveu nessa região. Tal relação está sendo replicada no âmbito das condutas comunitárias e organizativas, que, por sua vez, fazem surgir elites calcadas nesses princípios. Esse comportamento do passado, que se repete no presente, possui relação de mão dupla. São reproduzidos também na base social entre os próprios comandados e as lideranças locais, assim como junto a agentes políticos envolvidos nos processos sociais e econômicos.

The Units of Conservation of Sustainable Use (UC) are territorial spaces that belong to the public power and, at the same time, shelter traditional populations. Their purpose is to achieve human development, through the conjugation of the environment preservation and the sustainable use of the forest renewable resources. In the south of Amapá State, two UC were instituted and both present problems. The community and economic organizing of these areas has been proposed as viable alternatives concerning the process of resolution of the local demands. But actual organizational structure is also presenting problems. The reason can be found in the social values, which have individualistic and clientelistic origin, and are inherited of a haberdashery despotic system. Such interactions are being replicated in the communitarian and organizational structure, particularly in the elites produced among the traditional population. These past behaviors have been reproduced in the relationship of commanded people and the local leaderships, as well as next to the political agents that are involved in the social and economic processes.
