OBJECTIVE: to analyze theproduction of ambulatory health care services in the Brazilian public health system, considering the context of increasing primary health care and the need to integrate services with different technological complexities related to ambulatory care. METHODOLOGY: a descriptive analysis of the magnitude, trends and relations among procedures was performed in cities, of different population size, in the state of Sao Paulo, from 2000 to 2007, using data from the Ambulatory Information System (SIA-SUS). RESULTS: the analysis of the production of ambulatory services and the relations established among them showed the increase in primary health care, its effects on other levels of the health system, and the way they happened differently according to population size. CONCLUSION: the analysis contributed to understanding the offer of services and to propose changes in the public health policy.
