Blumenau began partial implementation of the Live Birth Information System (SINASC) of the Ministry of Health in 30/09/93. Since 1994 it had electronic registration and in 1997, the Epidemiological Surveillance Department assumed its total control. The study of Birth Certificates from 01/01/94 to 31/12/ 97 shows an improvement in the quality of information for all fields, with less than 1% of missing data in 1997. We found that 99.7% of births occured at hospitals, 48% in public hospitals and that 41,7% of deliveries were by cesarean (most of them in private hospitals). Fifty-two percent of the newborns were male. Progressive improvement of biological risk indicators such as low birth weight (8.7% in 1994 to 6.8% in 1997), prematurity (5.1% in 1994 to 4.9% in 1997) and Five minute Apgar less than or equal to 7 (6.5% in 1994 to 3.1% in 1997), was observed. With regard to the mothers' characteristics we found that 14% were adolescents and 54.4% had not concluded basic schooling (less than 8 years). SINASC information is a powerful instrument for health surveillance at the local level health systems.
