This is the first of three papers about the National Survey on Tubercukosis Drug Resistance (1995-97) in Brazil (IERDTB). This paper presents the main methodological aspects involved in the survey, which is considered very important for the study of tuberculosis in Brazil. Although the results of this study have already been divulgated through different systems for different groups, they are shown here on a systematic way for those who weren't aware of them. The authors present the details of the planning step of the survey, including the methodological options that were analized. Next paper will discuss the validation and reliability of the data presented, The last one will focus on the results, presenting the main conclusions of the study. The authors expect that this trilogy ends the initial discussion with representants from World Health Organization, State Health Secretaries and brazilian Public Health laboratories
