At the time when the health information systems were created and as a reflex of the technological capacity and of the organization of the existent health services, the production, analysis and dissemination of health related information is, at present, centralized at national or state level. With the progress of the process of municipalization of the health services, of available technology (introduction of microcomputer based information) and the development of friendlier softwares, the decentralization of the information systems becomes feasible and necessary, amplifying the use of the information in the definition of priorities, assessment and evaluation of activities at the local level. The timeliness between the reception and treatment of the data with the occurrence of the events, will allow the introduction of improved routines of data collection, make possible an increase in the number of users being able to stimulate the use of the information in health surveillance actions, which can only be triggered at the local level. The role of the institutions responsible for the information at the national and state levels will be of implementing the system's regulations and of supplying technical and operational support to the municipalities for the development of its activities, pointing out the importance of training municipal human resources and training at the regional level.
