Abstract

This paper shows a brief analysis of the application of the normalization of the Secretariat of Health Surveillance, of the Ministry of Health of Brazil, classifying the Central Laboratories of Public Health (Lacen) and establishing the Incentive Factor for Central Laboratories of Public Health (FinLacen) (Act N. 2,606, dated December 28th, 2005). The attach VIII of the Act N. 2,606/05 specifically deals with the requirements of the management system of the quality to be taken care of the Lacen as one politics in course for all laboratorial net. The paper also considers the analytical quality control model adopted by the National Program for Malaria Control. On the basis of the results of this study, the authors argue the initiative of the Ministry of Health in strengthening the net of Lacen and ratifying their role as participant of epidemiological, environmental, and sanitary surveillance.
