In face of the public health problem that morbidity and mortality related to road traffic crashes represent, the report which stated the position of the World Health Organization (WHO) on the matter, in 2004, was rather reticent about educational interventions for road users. This paper assumes that the premises upon which such interventions are based, in contexts such as the Brazilian one, do explain, along with the characteristics of the road traffic environment and the technical and political sphere of developing countries, the reluctance about educational measures. It also advocates for the effectiveness of initiatives related to the shift of paradigms of road traffic safety, noted in WHO's report itself, associated to the concept of health promotion and recent approaches on mobility, sustainability and equity in transportation.
