OBJECTIVES: to present a summary of vaccination coverage estimates at the local level from 2003 to 2007 and to propose a methodology for monitoring, analyzing and evaluating coverage in order to identify risk factors for low coverage. METHODOLOGY: review of program goals and performance indicators established by the National Immunization Program and scientific literature on surveillance and monitoring; analysis of data from the Immunization Program Assessment Information System; determination of criteria for categorizing municipalities according topopulation size and vaccination coverage; and selection of criteria for definingpriority areas for intervention. RESULTS: we propose a surveillance methodology to analyze vaccination coverage and to evaluate, investigate and identify coverage deter-minants. CONCLUSION: theproposed methodology could help guide interventions to identify unvaccinated individuals and to correct or modify program activities, and needs to be validated by state and local immunization programs.
