Abstract

MALTA, Deborah Carvalho  and  SILVA JR, Jarbas Barbosa da. Strategic Action Plan to Combat Non-Communicable Diseases in Brazil after three years of implementation, 2011-2013. Epidemiol. Serv. Saúde [online]. 2014, vol.23, n.3, pp.389-398. ISSN 1679-4974.

OBJECTIVE: to describe the monitoring of the targets of the second year of the Strategic Action Plan to Combat Chronic Non-Communicable Diseases (NCD), Brazil, 2011-2013. METHODS: a comparison was made between the Plan's target indicators at baseline (2010) and those obtained from Brazilian Health Surveys in 2012 and from the National Mortality Information System for the latest available year (2011). RESULTS: premature mortality (age 30-69) from NCDs decreased by -3.8% between 2011 and 2013 tobacco consumption decreased by -19.8% and abusive alcohol consumption decreased -9.3%. There were increases in fruit and vegetable consumption (21%), levels of physical activity (12.3%), obesity (15.9%), mammography coverage (6.3%). Cytology remained stable. CONCLUSION: the NCD Plan targets have been achieved, in most cases, except halting obesity and reducing alcohol consumption. It is important to maintain and advance monitoring using disaggregated analysis of the Plan's targets.
