An evaluative research was conducted in the city of Niteroi, in the metropolitan area of Rio de Janeiro. The objective of this study was to assess the integration between the Basic Attention Program (BAP) and endemics control actions, and to estimate the level at which the latter have been established in the municipality. Among those actions, the tuberculosis control actions were selected as a tracer condition, due to persistence of tuberculosis as a major public health problem in Brazil, especially in inner cities, where incidence rates are highest. The Family Health Strategy (FHS) is strongly related with tuberculosis control actions because it is considered to be the unifying element of BAP. The logic model of Tuberculosis Control Program (TCP) integrated with FHS and the evaluation theoretical model were developed. A case study approach was used for making the assessment models operational. The analysis unit chosen was the Health Municipal Foundation of Niteroi. For collection of evidences, two policlinics and one module of the Family Doctor Program, where tuberculosis cases are diagnosed, treated and followed up, were chosen. The results show that the integration between the programs is unsystematic and that the implementation of the TCP is only partial in the units studied. The proportion of tuberculosis cases registered by ESF teams is slightly above 10% of the total tuberculosis cases in the municipal area. This proportion is 46,7% in the two policlinics chosen.
